Project summary
Decision making in sustainable mobility planning is multi-faceted, involving environmental, socio-economic and political considerations. Sustainable Urban Mobility Plans (SUMPs), require for: cooperation across the governance levels (linking metropolitan regional policies to local ones) and institutional barriers; inclusiveness (involvement of citizens and stakeholders); prioritization of the proposed measures and their funding (to create a realistic time plan and maximize sustainable impacts in the functional area); specific data-oriented approached to monitor the “way-forward” and future SUMP updates.
REFOCUS brings together 9 partners from 6 EU countries to exchange their experiences in new (innovative) Decision Support Tool (DST) approaches that can be applied for decision making for a zero-carbon sustainable mobility planning (considering also the impacts of COVID-19 pandemic in mobility planning priorities). The overall objective will be to increase regional and local capacities in inclusive decision making for zero-carbon mobility to ensure the move towards the next generation of SUMPs, meaning: to accelerate the implementation of the SUMP measures and innovations (following common technical specifications, when this required, prioritizing interventions, ensuring regional integration and continuity of measures and more efficient use of resources); to ensure an effective monitoring in different local/ regional contents and different data management cultures; to increase competences in data-driven decision making for the constant planning and re-planning that SUMPs require.
The proposed DST will ensure a coordinated and inclusive decision making, integrating local plans to regional strategies, which will maximize the target of zero-carbon mobility for the whole region.
