Development of a circular construction industry in Bosnia and Herzegovina

The matchmaking was requested by the Federal Ministry of Energy, Mining and Industry of Bosnia and Herzegovina. The Ministry is working on updating their current Strategy for the development of the construction materials industry (2016-2025). The decision for a new construction materials strategy for 2026-2035 has been prepared and is currently under approval. One of the strategic goals of the new strategy is to further develop the industry based on the principles of sustainable growth including the rational utilisation of energy and local resources whilst protecting the environment.

• Set ambitious targets for a sustainable construction materials industry.
   
• Include specific recycling targets for each the stony and non-stony fraction in the strategy.
   
• Consider large stakeholder consultations for development of the new strategy.
   
• Develop a public registry to register waste types.
   
• Use certification programs to boost demand for more sustainable and circular materials.
   
• Boost demand of public sector through Green Public Procurement (GPP) and introduce a dedicated GPP training programme for procurement officers.
   
• Invest in education, trainings and internships across the entire construction value chain.
   
• Create guidelines for companies – how they should handle construction and demolition waste, recycling targets in construction projects.
   
• Favour the local use of resources and raw materials over exporting of valuable resources.
