Control system
This section provides information about the control system and national guidance set up in Austria for the 2021-2027 programming period. The costs associated with this control are indicated so they can be planned for in your project's budget.
Austria uses a decentralised control system.
For the Interreg program, the Federal Ministry of Agriculture, Forestry, Regions, and Water Management (BML) contracts a third party, namely the Federal Accounting Agency (Buchhaltungsagentur des Bundes (BHAG)), as control body.
This Agency shall control all Austrian beneficiaries except the ones within the jurisdiction of Burgenland and Salzburg as following:
- all beneficiaries assignable to the thematic sphere of action of the Province of Burgenland or Salzburg or acting on behalf of the province of Burgenland or Salzburg;
- all beneficiaries whose project receives funding from provincial funds of Burgenland or Salzburg; in cases the beneficiary receives national funding from more than one federal or provincial institutions, the assignment follows the biggest share of funding.
- all beneficiaries who are by majority funded by the province of Burgenland or Salzburg or whose bodies are by majority-delegated by one of the two federal provinces.
- all beneficiaries within the jurisdiction or acting on behalf of cities or municipalities located in Burgenland or Salzburg or all beneficiaries whose project receives funding from cities or municipalities located in Burgenland or Salzburg.

The control costs have to be borne by each Austrian project partner and can be reported as eligible costs within the project under budget line "External expertise and service costs".
Control body BHAG: The control costs will amount to 5% of the total reported REAL costs plus a singular fee of 300 €
Control body Salzburg: The control costs will amount to 3% of the total reported REAL costs plus a singular fee of 1000 €
Control body Burgenland: The control costs will amount to 5% of the budgeted and approved total costs. The amount will be split into 3 partial invoices: the first amounts to 40% of the control costs and is due after the first or second reporting period; the second and third invoice amount to 30% each and are due in the middle/end of the project, respectively. In case less than 85% of the approved total costs are reported, the third partial invoice will be reduced to 15%.
Control body Wirtschaftsagentur Burgenland: The control costs will amout to 5% of the budgeted and approved total costs plus VAT. The amount will be split into 3 partial invoices: the first amounts to 40% of the control costs and is due after the first or second reporting period; the second and third invoice amount to 30% each and are due in the middle/end of the project, respectively. In case less than 85% of the approved total costs are reported, the third partial invoice will be reduced to 15%.
Invoices for control costs shall be verified by another department than the one issuing the invoice.
On-the-spot verification of all beneficiaries will take place at least once during the project implementation period.
