alignment with definition of urban node in TEN-T regulation (= city + Function Urban Area)

In terms of content - after SCALE-UP & SUMP-PLUS - we could build on governance & policy issues to see how to scale up/integrate our approach on urban mobility with a more regional (= Transport Region) approach.

This way, we align with the definition of an urban node in the new TEN-T regulation (= city + Function Urban Area).
